The best guess I have is fear. When people perceive that power, or even smaller things, have been taken from them - weather true or not, they tend to want to retaliate. Since retaliation is basically sin cycling with sin, they get more scared, and retaliate more. They withdraw from mixed society and since they no longer feel part of it, they find ways of making that feel better to them. I grew up in an area of the midwest famous for KKK in the past. Many of the smaller towns in the area have grown up a bit, but a couple of them haven't had enough contact with anything not-white to break the cycle. Funny thing is that I'm predominantly non-white, but look enough to walk confidently there if I must, but my mom, for example, couldn't after dark. These communities are disappearing quickly, due to lack of growth opportunity, and when one of their children who was indoctrinated into the way moves out, there is a rough period of adjustment where they learn the truth, and either accept it and grow, or reject it and hate - and usually end up back home.
